Gal’s extensive experience of many years in the field of tenders laws, project accompaniment and administrative law, includes the accompaniment of hundreds of tenders and complex projects in the field of construction, purchasing and technology.
Gal’s legal work includes representing public entities in the management and accompaniment of hundreds of tender proceedings as well as competitive proceedings on a wide variety of subjects, such as: local and international tenders for the purchase of goods and services, consultation tenders, construction and infrastructure tenders for various methods such as DB/BOT/DBOT, communication tenders and complex technology tenders.
Within this framework Gal has accumulated vast experience in accompaniment, and as a full member, of tender committees; in consolidating the tender legal and professional principles; in drawing up tender documents in full and in complete cooperation with the sub-committees and professional consultants on its behalf, and more.
In addition, Gal represented private entities in preparing for and during competitive procedures, including the formulation of agreements/preliminary cooperation arrangements for joint ventures; analysis and assessment of risks and chances in the tender, drawing up bid documents, etc. When necessary, Gal conducts negotiations for compromise arrangements for clients and administrative litigation.
Gal has extensive experience in ongoing accompaniment of infrastructure and building projects in the construction management method (CM), design build (DB) projects together with the public sector, (PFI/BOT) for private contractors, operators and ordering parties. As such, Gal has accompanied public entities and private contractors on infrastructure and construction projects worth billions of shekels, including drawing up engagement agreements for performance contractors and various consultants, contract surveys, management and analysis of ongoing risks during the project life span, providing legal opinions, analyzing and drawing up schedules, preparing final accounts, analyzing and forecasting project exposures and risks, conducting negotiations and preparing compromise arrangements with ordering parties/ performance contractors, contractual litigation, etc.
Within the intensive handling of public entities, Gal has accumulated vast experience in the corporate government of public entities. Gal serves as full (external) legal counsel for the board of directors/directorate and management members of public entities, including the provision of legal opinions in general and particularly in the field of tenders and contracts, providing ongoing legal advice concerning the organizational structure of government companies; on the implementation of procedures and the administrative conduct of public bodies and their various committees; formulating methodology and guidelines for engagement procedures; carrying out training for employees of public entities, performing training according to tender obligation regulations, with emphasis on implementing company procedures; formulating appointment writs for company officers, and so on.
Gal has special expertise in technological and licensing systems, and as such prepares technological engagements and accompanies projects for specification, establishment, installation, licensing, assimilation and maintenance of complex technological systems, including ERP and CRM cloud based systems and qualification software, establishment and assimilation agreements in organizations with complex software and information systems in a variety of licensing models, various agreements in the field of computing and information technologies (IT), license and maintenance agreements, hardware purchasing and sales agreements, distribution agreements, confidentiality agreements, licensing agreements with end users (EULA), website terms and conditions, and all said with attention to aspects of intellectual and privacy property aspects, including adhering to GDPR rules.
